Reps okay Buhari’s decision to scrutinise budget before signingContrary to expectations, President Muhammadu Buhari’s decision to scrutinise the 2016 budget as passed and transmitted to him by the National Assembly has been accepted by the leadership of the House of Representatives.
Chairman of House of Representatives Committee on Media, Abdulrazak Namdas, in an interview, yesterday said that the lower House had no problems with the president taking another look at the budget.
“There shouldn’t be a problem with the president looking at the budget line by line. Our duty in the National Assembly is to work on the budget and to send the document as passed. We have also promised to send the president the details of the budget in two weeks and this we shall do”, Namdas said.
The House of Representatives passed the 2016 budget of N6.06trillion into law following a motion by the Chairman of House of Representatives Committee on Appropriations, Abdulmumin Jibrin.
Buhari had said in Washington last Thursday that he would not sign the 2016 Appropriation Bill into law until he took a look at every single detail of the document passed by the National Assembly on Wednesday, March 23.
The president had presented the 2016 national budget before a joint session of the National Assembly, comprising the Senate and the House of Representatives, on December 22, 2015.
Soon after, it was dogged by allegations and counter-allegations, including claims that it was missing or padded. The president’s statement that he would scrutinise the budget came
as a surprise. This was because the National Assembly which had severally dismissed claims that it would pad the budget, also stated that for the first time, it reduced the total sum of the budget by N17 billion.
This was even as it told the press that it did not tinker with parts of the budget considered to be top priority to the president. Speaking with National Assembly correspondents immediately after
the passage of the budget, the Joint Committee on Appropriations said it was the first time since 1999 the country was witnessing a reduction in aggregate expenditure.
Jubrin, who first spoke on behalf of the committee, said though the budget estimates were huge, contrary to widely held belief that the National Assembly would add to it N17 billion was reduced from the initial estimates.
“We all know the challenges that accompanied this bill and often times, with overheads being most contentious. We engaged the executive and the Budget Office on it because we also discovered that
several critical items were not in the budget. We had to allocate funds to those areas.
“We also had to tilt some allocations in favour of security, anti corruption drive in order to strike a balance with the policy thrust of the government,” he said.

The new bundle was announced at an event in Mthatha with executives from MTN and World Panel Inc. present. The event was held outside the MTN store at Mthatha Plaza with product demonstrations and branded promotions.
The MTN/SunStream bundle carries an MSRP of R219 and includes a SunStream and free airtime on the MTN network. This promotional package is available at MTN stores in Mthatha and the SunStream expected to roll out across South Africa.
“The SunStream was developed with exactly this customer in mind: someone who views their mobile device as a lifeline, but lacks the power to keep it charged,” said Hennie Botha, World Panel’s Managing Director for South Africa.

World Panel’s SunStream product line was introduced in late 2015 after years in development. UK Government replies to Nnamdi Kanu’s plea for intervention

Following the Indigenous People of Biafra, IPOB leader, Nnamdi Kanu’s call on the British Government for intervention in his case, the United Kingdom has responded by saying it has been visiting the arrested and detained leader in prison.
The spokesman for the British High Commission, Mr. Joe Abuku in an email to news agency, Punch, revealed the development.
The British High Commission in a statement said; “We have provided assistance to Mr. Kanu since his arrest in October last year, including visiting him regularly in prison and attending court appearances in an observational capacity.”
This comes in response to the plea statement released by the IPOB leader through his lawyer which reads in part; “It is repeating the obvious to state that our client is a full British citizen, by virtue of which position he is entitled to all rights, privileges and protection, guaranteed under the British laws and conventions.”

Mention the day I will die-El-Rufai hits back at Apostle Suleiman

The executive Governor of Kaduna state, Nasir El-Rufai, has hit back at Apostle Johnson Suleiman, challenging him to mention the day he will die.
The Apostle had cause quite a stir when he had boldly proclaimed that the Governor will die (see here). This was as a result of the controversial Anti-Preaching bill that the Kaduna state Governor wants implemented in the state.
El-Rufai in an interview tries to explain in what context the bill is to be enforced amongst other things.You can read excerpts of the interview below.
One of your policies that has generated a lot of controversy is the religious preaching bill. What does the government want to achieve when it becomes law and how are you going to tackle the anxiety that it has generated among the people?
Kaduna State, more than any state in Nigeria, if you take out the Yobe, Borno and Adamawa axis,  which suffered from Boko Haram insurgency, has suffered the most from death and destruction of property due to misuse and abuse of religion. More people have been killed in Kaduna from the words that people have said. And if you go back in history to when the Maitasine incident happened; he was a Cameroonian that came to Nigeria and started preaching. The Emir of Kano had him deported back to Cameroon. After that, he managed to smuggle himself back again and continued preaching. He was preaching a version of Islam that was intolerant, a version that called other Muslims pagans and so on. But in spite of what he was preaching, he acquired followers and we all know what happened. Military operation had to be mounted to flush them out. Those that escaped from the Maitasine crisis moved to Borno State and started the Kalakato sect, which again led to many deaths and destruction in the early 1990s. All these came from people that were not trained in religious matters, people that woke up and started preaching and acquiring followers and inevitably their sects grew in large numbers to threaten communities and there were clashes.
That was also how Muhammed Yusuf started. He was a student of Sheik Jaafar Adam in Kano. They fell out because Jaafar felt that some of the views he was expressing were extreme and intolerant. He went and started his own sect and we all know what happened and we are still dealing with it.
Thus, when you have such things happening in your country, I think as leaders, we have to sit down and examine ourselves and the society and see what  we can do to prevent it.
In my opinion, it is the lack of regulation of religion that led to all these circles of death and destruction. Just recently, we had the Shi’ite problem in Zaria, following a similar pattern.
I believe that before you start preaching in any religion, you should have gone through a system of education, training and some kind of certification. Even those that deal with the physical life get certified, let alone those that deal with the spiritual life. We initiated this bill from the Kaduna State Security Council, based on reports of new sects emerging in Kaduna State.
Are there recent cases?
There is one around Makarfi called Gausiyya, they do their Zuhr prayer around 11am, different from other Muslims. This is how this thing starts and if you don’t resolve it quickly, it grows into something else.
A woman in Makarfi said Prophet Muhammad (SAW) was speaking to her and sick people started going to her for their healing. The husband of this woman was busy collecting N1,000 as consultancy fee before people could see his wife. We had to take steps to end that movement because before you know it, people would start coming from far and wide and this woman would become our next problem.
It was the report of two or three of these that compelled us in the security council to ask the question, whether or not there was a law that regulates preaching. Then we were told there was a law; since 1984 after the Maitasine problems, the administration   passed the law. It was subsequently amended several times to increase the fine and the imprisonment term. This is a living problem and we know it. Christian priests, the ones I know, go to seminary and spend so many years there, study under a more experienced Reverend to learn what to say and what not to say.
Religious leaders don’t preach hatred; they preach peace, tolerance and love. But today in my religion of Islam, anybody can wake up and start a sect; there is no control. In those days, from Islamiyya School, if you chose that line, you needed to study more books. After that, you would go to the East (Borno area) for more studies and training. Then from there, you would go to a mosque and begin to call people to prayer before you become an imam in any mosque. Before you became an imam of a Friday mosque, the community must agree that you were well learned and competent. But now, everyone can build a mosque, put up loudspeakers, call himself an imam and start disturbing people at night.
A priest that has gone through thorough teachings and training would not go and ask people to cause trouble and kill each other. They are trained men of God. In Christendom today, we all know that some people would drink something overnight and wake up the next day and claim they are apostles, that God had spoken to them. You could not disproof that because you were not there with him and he would start to collect followers. When he begins to preach hatred, what can you do? Is it the society we want? This is the question. The logic behind this law is to strengthen the 1984 laws so as to regulate and ensure that those that are given the opportunity to preach at least know what they are doing, they have a level of responsibility to develop the society rather than divide it. This is our goal; we don’t have anything against any religion or anybody.
What about freedom of religion?
Some people have argued that there is freedom of religion, of course; Section 38 is very clear: We must not have a state religion, every Nigerian is allowed to practise their faith or even if they  do not have any religion  at all. However, those that are quoting Section 38 of the constitution conveniently forget Section 45 which says that you can regulate any human right if it would affect the right of others. You can practise your religion but you can’t do it in a way that abuses the right of another. There is nothing in this law that is not in conformity with the constitution, or there is nothing new about it other than expanding the scope and after we sent the bill to the House of Assembly, I saw an article that alerted us of what we did not include: Blocking of federal highways, but that is in the Penal Code. It is good to have put it there because every Friday you see most mosques blocking roads. Why? We had to call them to a meeting to have a system that police would be there to guard and also control the traffic. In my opinion, this is a law that we need not only in Kaduna State but almost all states in Nigeria and I want to assure you that, I just came back from the National Economic Council meeting, and a handful of the governors asked me to send them our own law because they thought they also needed it in their state. Everybody is watching to see how we will handle our own. We sent it to the state assembly in October 2015 because some people are saying we sent it because of the Shi’ite problem. No! It was the state assembly that kept on looking at it and saying this one ‘na hot potato’ until now. But, on a very serious note, we don’t have any ulterior motive other than to put a framework that would ensure that Kaduna State people live in peace with everyone practising their religion and disallowing every Tom, Dick and Harry to come and say he can preach.
What will be the major role of the government in this?
We do not regulate as such, we have formed two committees that would issue the licence. It is not the government that will issue the licence. It is a committee of Christian umbrella bodies and Muslim umbrella bodies. We will just have an inter-ministerial committee to be checking once in a while and be keeping records because we want to know who is preaching here and who is doing what there. For us, the reaction was just disproportionate and many of the people that are talking about the law have never even read it. If you read that law, it is very short; it is 16 sections. I tell people who disagree with the bill to read it and tell me what they don’t like about it. Don’t tell me you don’t like the entire law because we know we have a problem and I am the governor and I need a solution. Don’t say the solution is not to have the law; we need the law but tell me what you don’t like, then we can discuss it. We want to find a solution that brings peace. We are not fixed in our position, what we are fixed about is that Kaduna State people must live in peace and everyone must be allowed to practise their religion without hindrance. We took an oath of office to do that. Apart from that, every other thing can be discussed. Are you telling me it is okay for someone to put up speakers in the night and start making a noise, be it Islam or Christianity, disturbing people? Is that okay? Which chapter in the two holy books says that Jesus or Muhammad (SAW) did that. Are we not trying to copy them? Are they not the perfections of both our religions? Jesus said, ‘Give to God what is God’s and to Caesar what is Caesar’s.’ Government is the Caesar.
We have informed the Christian Association of Nigeria and the Jama’atu Nasril Islam that if they have problems with any section, if there is anything to be done, and if they don’t want the government to be involved, we will remove it, but they must regulate.
What is your take on the assumption by some in the state that hold that the bill is aimed at stopping the practice of Christianity and Islam in the state?
I have not seen anyone talking about Islam actually. Most of the people that say I would die, as if I would not die, are people who call themselves Christian clergy. Of course, I will die. If that apostle is truly an apostle, he should mention the day I will die. There is nothing in that law that prevents or infringes the practice of religion. It seeks to ensure that those that preach religion are qualified, trained and certified by their peers to do it. And some sections of the media have made it as if the law was drafted against Christianity. It is most irresponsible and I have nothing to say except to leave the matter to God.

BlackBerry dumps $1 privacy, control subscription in BBM, all features now freeBlackBerry has announced its latest move to remain relevant: making all the privacy and control features within its BBM messaging app completely free to use.
The company first launched its Retract and Timer features within the cross-platform BBM app back in 2014, and though they were free to use initially they later represented part of the Canadian company’s $1 monthly premium subscription plan. The features are fairly self-explanatory — with Retract, you can later remove text or photos from a message thread so that they are no long visible to anybody in a conversation. And with Timer, you can set how long something is visible for in advance. The company later added more features to the premium mix, including the ability to launch anonymous private chats and edit messages.
Once a major player in the mobile phone realm, BlackBerry has been struggling in the hardware realm for a while and has been slowly moving away from its own operating system to embrace those that have emerged as the dominant forces in the mobile phone world — namely, Android and iOS.
Indeed, BlackBerry recently launched its first Android phone, and it plans to launch more before the year is out. But before all that came to fruition, the company opened up BBM beyond BlackBerry way back in 2013, as the company strove to capitalize on what was one of its most popular services. To monetize BBM, the company tried its hand at monthly subscriptions, but it now appears to have completely ditched its monthly the Privacy & Control subscription tier altogether. It is keeping some subscriptions going though, including “Sticker Club,” “No Ads,” and “Custom Pin.”
What’s perhaps most telling about this latest move is that BlackBerry is pushing for more users in what has become a competitive and converged space. WhatsApp recently passed one billion monthly users, Facebook Messenger topped 800 million users, while new(ish) kid on the block Telegram flew past 100 million users. Many of these popular apps are increasingly embracing privacy-focused features and, when you throw into the mix upstarts such as Janus Friis-backed Wire which is going all-in on encryption too, BBM’s proposition suddenly looks less appealing.
The bottom line is there are just too many messaging apps out there, and though BBM will no doubt still have a lot of dedicated users, it has to explore new ways of keeping people interested — and part of this plan includes giving more privacy and control features to everyone by default.

A theatrical “jihad” offers Belgians some comic relief, pokes fun at jihadists' racism


THE provocation starts with the show’s title: Djihad, the French spelling for jihad. Three young Belgian Muslim men, Ben, Reda, and Ismaël set out to travel to Syria. Each was born in Brussels; each has been brought to despair by their failed lives in Europe. Each expects to find meaning by embarking on a holy war, killing infidels and building the Islamic State.
Despite the serious subject, the hit Brussels play is a comedy, poking fun at the characters’ racism, anti-Semitism and ignorance. The three jihadists bumble their way through security at the Brussels Airport. They make it to Turkey, and from there to Syria. But disillusion soon sets in. As a child, Ismaël adored the comic-books of a character called Bob The Sponge. Yet the more religious Reda tells him that drawing is anti-Islamic, and that the artists are infidels. Ben is shocked. “Even the guy who drew Bob The Sponge?” The audience erupts in laughter. Another taboo is rock and roll music. Ben grew up as a fan of Elvis Presley, dreaming of becoming a rock star. In Syria, this attachment becomes dangerous, and not only because of Presley’s subversive music. “Did you know his name is Elvis Aaron Presley?” Reda asks. “He was Jewish.”
In “Djihad”, truth becomes distorted—and dangerous. Caught between the world of the West and the world of Islam, Ismaël cannot become an artist, cannot become a rock ‘n roller. Reda's parents reject his Catholic girlfriend. The disillusioned, ignorant Islamists end up witnessing and participating in carnage. And in a frightening rehash of current events, they return to Belgium as homegrown terrorists.
Originally scheduled for just five performances in December 2014, “Djihad” has continued on tour ever since, playing to packed houses in Belgium and France. Reviews have been gushing. It was broadcast on Belgian television last November just after the attacks in Paris. More than 47,000 people had seen it live, including 25,000 high school students, making a giant hit. The play is funny and moving at the same time. Though it skirts with stereotypes and a few scenes suffer from a little wooden acting, for the most part it moves along a good clip, never boring or overtly moralising—a gripping presentation of tortured souls caught between two worlds, rejected by both.
At a recent performance, students—most from a Muslim background—filled the Le Public theatre in Brussels. Once the show ended, Ismael Saïdi, “Djihad”’s playwright who also plays Ismaël, held a cathartic hour-long discussion with them. The 39-year-old elaborated on the elements of the play that were drawn from personal experience; Reda Chebchoubi (who plays the character of the same name) had a Catholic girlfriend who was rejected by his parents. When Mr Chebchoubi's parents saw the play, they winced at the unflinching portrayal of their closed-mindedness. Mr Saïdi also believes he escaped a jihadist fate by going to a school outside his neighbourhood. “Education is the only way to prevent radicalisation,” he says.
He had performed the play the night before the recent Brussels bombings, and sees the need to continue performing the play in Belgium and France. A Dutch version recently opened in Amsterdam. It has not yet been translated into or performed in English, but Mr Saïdi dreams of taking it to Britain and America in the future. The West has heard plenty about ghettoes like Belgium’s Molenbeek and the radicalisation of Muslims in Europe. This is another facet of home-grown European Islam—funny, critical and self-aware—that not only Belgians and Dutchmen but Brits and Americans need to see.

Booze might be good for you. What does alcohol really do in the body?

Some have taken alcohol to be their sleeping elixir, which it’s not quite–ask a professional in the medical field. We have all established the fact that alcohol does more harm than good to our health–so how bad exactly? What is even good about it? Let’s discuss.
The bad. Let’s count how much calories you consume
If you’re trying to lose weight or get in shape or not trying to get that funny looking bloated stomach (men at the beer parlour kind of stomach) which type of alcohol should you order? In terms of sheer calorie count, beer has the most — about 150 calories. However, if you opt for light beer, that’s about 100 calories, which is about the same as a serving of wine or liquor. Beer usually has around 10 to 20 grams of carbs (although strong, sweet beers have more), while lagers and stouts have the least (around 6 to 11 grams). If wine is your thing, a glass of red only has two grams of carbohydrates, and keep in mind that drier wines will have fewer carbs and sugar. Hard liquor actually comes in at zero sugar and carbs. That might seem like a win, but it all depends how you drink it.
Maybe the good. Your brain loves the booze and might benefit from it
Let’s be honest, going overboard on drinks can make your brain feel foggy at best, or short a few brain cells at worst. But, keep your bar tab under control and you might actually be doing your brain a favor. Drinking moderate amounts of alcohol throughout your life can actually ward off cognitive decline and improve brain function. A study found that of the 489 women studied, moderate drinkers scored higher than abstinent women or heavy drinkers on a “Decline in cognition is usually due to the brain not receiving enough oxygen,” an expert explained on the cognitive functioning test.
Another good? Alcohol might prevent you from having stroke
Something good might just come out of your moderate alcohol gulps. Alcohol’s blood thinning effect can help ward off strokes. An expert explains that there are two types of strokes: ischemic, when a blood clot stops blood from going to parts of the brain, and hemorrhagic, when the brain bleeds too much. Around 80 percent of strokes are ischemic, which is where alcohol comes in. Moderate drinking helps reduce the clotting of blood, so there’s less of a possibility of a blood vessel being clogged. And then even if a clot does happen, alcohol can help with fibrinolysis, which is the dissolution of the clot.
The bad news. Alcohol doesn’t actually make you sleep well
If you imbibe before bed, you might help yourself nod off, but you’re not doing your body any favors in the long run. “Alcohol may help you sleep now, but you’ll likely pay for it by being wakeful later,” an expert explains. Boozy beverages can disrupt what’s known as sleep homeostasis, the process that helps your body regulate sleep, according to research in the journal, Alcohol. While alcohol is a somnogen, or sleep inducer, it can also disrupt you in the middle of the night. Then there’s the fact that relying on alcohol to help you sleep can lead to problems down the road. What tends to happen is that alcohol works less and less well as a sleep aid over time, so we respond by increasing the amount we are drinking.
The worse. Binge drinking
Binge drinking is “a pattern of drinking that brings blood alcohol concentration (BAC) levels to 0.08.” That’s about four or more drinks for women and five or more drinks for men within about two hours. In the study, researchers discovered binge drinkers had bacterial DNA in their bloodstreams, which was a sign bacteria had leaked out from the gut. They also discovered elevated endotoxin present in the blood, which means toxins had been released from cells after cell walls were damaged by booze. The consequences: These toxins could lead to fever, tissue destruction and inflammation, which is tied to a host of health problems from cancer to depression. It sounds scary, but avoiding these issues is pretty simple if you live by the words for God sake “It’s all about moderation.”
So, I hope you make better choices this weekend and the next…or every time you have the chance to drink.

Simple ways to conquer emotional cravings and its bad implication

Do you know there is a link between emotional cravings and your health? We all know there’s an emotional component to weight gain and loss. Why else would we crave fattening comfort foods over celery sticks when we’re stressed? But according to a recent national survey, only 10 percent of people thought that psychological wellbeing was their biggest barrier to weight loss.
Instead, some 60 percent of respondents blamed poor food choices and lack of exercise for sabotaging their diets. Well, if we focus on being emotionally healthy first, everything else can fall into place.
Let look at three ways we can overcome emotional eating for good:
1) Keep a food journal
People roll their eyes at me when I suggest keeping a “food and feelings” journal. It doesn’t have to be super serious, but it’s helpful to detect a pattern. If you only order pizza after a heated argument with your partner, it tells you that you’re angry. It also shows you that you eat pizza to suppress anger. You might be surprised at what your journal reveals.
2) Pay attention to those cravings
If your mind is saying ‘I have to have those chips,’ that’s your clue that something else is going on in your body and it is not hunger. Are you bored? Aggravated? Need a little carb-y comfort? You’re probably not responding to your body’s pure hunger cues. It’s amazing the number of emotions we can attach to food.
3) Those little changes count
Maybe it’s substituting water for your lunchtime mineral or taking the stairs to your office once a week. The key, is to make changes realistic and incremental. “If you can do one small change a week, by the end of the year, you’ve made 52 changes, and that can transform your life.” You’ll also start to feel better about yourself — which will help you tackle both your food and fitness goals.

In a survey conducted recently, it was found that on average, men and women have sex for about ten minutes but hey would like to have it last about twenty minutes or more.
Over 14,400 participants consisting of men and women participated. The survey also included single people as well as couples.
The study, titled Penis Perception Study, explored sex and male sexual functioning.

Head of the study, Dr. Mark said women, in particular, benefit from longer sex. “We know from prior research that in the areas of sexual satisfaction, orgasm, and pleasure, women tend to need a little bit more time than men to reach those peaks of pleasure than men, and this research is supporting that.
Interestingly enough, 64.2% of men said they get frustrated at least 25% of the time because of ejaculating too early.
